திறந்த வெளி மலம் கழித்தல் பிரச்னை - தற்போதைய நிலை, சவால்கள் - லோக்சத்தா கட்சி தீர்வு

பாராளுமன்றத்தில் நேற்றைய ஜனாதிபதி உரையில், கிராமப்புற சுகாதாரம் குறித்த அறிக்கையில், "கழிப்பறைகள் இல்லாத வீடுகளையும், பொது இடங்களில் இருக்கும் குப்பைகளையும் நாம் இனியும் பொறுத்துக்கொள்ள முடியாது. சுகாதாரம், கழிவு மேலாண்மை மற்றும் துப்புரவு ஆகியவற்றை நாடு முழுதும் உறுதிப்படுத்த, "ஸ்வாச் பாரத் மிஷன்" தொடங்கப்படும். 2019 ல் கொண்டாடப்படும் மகாத்மா காந்தியின் 150 வது பிறந்த தினத்திற்கு நமது அஞ்சலியாக இருக்கும்.


இதனை வரவேற்றுள்ள தமிழக முதல்வர், "2015 ஆண்டிற்குள் தமிழகத்தில் திறந்த வெளி கழிப்பிடமே இருக்காது என்ற எங்களின் சவாலான இலக்கை அடைய, எங்கள் முயற்சிகளை இரட்டிப்பாக்க இந்திய அரசின் ஆதரவை எதிர்நோக்குகிறோம்" என்று கூறியுள்ளார்.


"சேவை பெறும் உரிமை சட்டத்தை" வலியுறுத்தி கடந்த ஜனவரி, பிப்ரவரி மாதங்களில் தமிழகம் முழுக்க பைக் பயணம் சென்ற லோக்சத்தா கட்சியின் தலைவர்கள் ஜெகதீஸ் மற்றும் ஜெய்கணேஷ் ஒவ்வொரு இரவும் ஏதாவது ஒரு கிராமத்தில் தங்கி அந்த கிராமத்து பிரச்சனைகளை தெரிந்துகொள்ள வேண்டும் என்ற உறுதிபூண்டனர்.


இது பற்றி திரு. ஜெகதீஸ் அவர்கள் கூறுகையில் "கிராமங்களில் நாங்கள் கண்ட சுகாதார சீர்கேடு அதிர்ச்சிதரக் கூடியதாக இருந்தது. சென்னையிலிருந்து வெறும் 60 கி.மீல் காஞ்சிபுரத்தில் இருக்கும் புதுப்பாக்கம் என்னும் கிராமத்தில் ஒருங்கிணைந்த சுகாதார வளாகம் இருந்தாலும் துளியளவு கூட பராமரிப்பு இன்றி அது உபயோகிக்கும் படியாக இல்லை. கிராமத்தில் உள்ள அனைவரும் திறந்தவெளியில்தான் மலம் கழித்தனர். அதே காஞ்சிபுரம் மாவட்டத்தில் திருக்கழுக்குன்றம் தாலுக்காவில் இருந்த வள்ளிபுரம் என்னும் கிராமத்திலும் ஒருங்கிணைந்த சுகாதார வளாகம் இருந்தாலும் தண்ணீர் குழாய்கள் இன்றியும் கழிப்பிடம் பயன்படுத்த சிரமமாக மிகச் சிறிய இடத்துடனும் அதுவும் உபயோகிக்கும் படியாக இல்லை. நாங்கள் அடுத்து சென்றது விழுப்புரம் மாவட்டம் கிள்ளியூர் கிராமம். அங்கே இருந்த கழிப்பிடம் புதுப்பிக்கப்பட்டு இருந்தாலும் யாரும் உபயோக படுத்த முடியாதவாறு பூட்டி இருந்தது. அடுத்து நாங்கள் சென்ற கடலூர் மாவட்டம் கிள்ளை என்ற மீனவ கிராமத்தில் கழிப்பிடமே கிடையாது."


மேலும் எங்கள் பயணத்தின் போது நாங்கள் சென்ற கிராமங்களில் மக்கள் திறந்த வெளியிலேயே மலம் கழித்தனர். இதில் ஆண்கள், பெண்கள், குழந்தைகள், முதியோர் என்ற பாகுபாடே இல்லை. இதிலிருந்து நாம் தெரிந்து கொள்வது என்னவென்றால் அரசாங்கம் கழிப்பிட பாராமரிப்பை மேற்க்கொள்வதே இல்லை, கழிப்பிட கட்டுவதில் பெருமளவு ஊழல் மற்றும் தண்ணீர் பஞ்சம் பிரச்னை ஆகியன." இவ்வாறு திரு, ஜெகதீஸ் கூறினார்.


அரசாங்க புள்ளிவிவரப்படி அரசு கழிப்பிடம் கட்டுதல் மற்றும் பராமரிப்பு ஆகியவற்றுக்கு இதுவரை ரூபாய் 500 கோடி செலவழித்துள்ளது. இதில் 73 பஞ்சாயத்துகளில் 77 ஒருங்கிணைந்த சுகாதார வளாகங்கள் கட்ட ஒதுக்கப்பட்ட 10 கோடியும் அடங்கும்.


உண்மை நிலைமை இப்படி இருக்கும் போது 2015-குள் திறந்த வெளி மலம் கழித்தலே இல்லாத தமிழகத்தை உருவாக்குவதே குறிக்கோள் என தமிழக முதல்வர் கூறுவது நகைப்புக்குறியது. இந்த திட்ட செயல்படுத்துதல் பற்றி முதல்வருக்கு சரியாக தகவல் தெரிவிக்கப்படவில்லை என தோன்றுகிறது.


கடைசியாக நடந்த மக்கள் தொகை கணக்கெடுப்பில் 53.2% வீடுகளில் செல்ஃபோன் இருப்பதும், வெறும் 46.9% மக்கள் வீட்டில் மட்டுமே கழிப்பிடம் இருப்பதும் தெரிய வந்துள்ளது. மேலும் 49.8% மக்கள் திறந்த வெளியில் மலம் கழிப்பதும், வெறும் 3.2% மக்களே பொது கழிப்பிடம் பயன் படுத்துவதும் தெரியவந்துள்ளது.


பொது கழிப்பிடங்களை இவ்வளவு குறைவான மக்கள் பயன்படுத்துவதற்கு இரண்டு விதமான அணுகுமுறைகளை லோக்சத்தா கட்சி பரிந்துரைக்கிறது - ஒன்று, ஒருங்கிணைந்த சுகாதார திட்டங்களை ஊழலில்லாமல் நடத்த அதிகார பரவலாக்கள், மாவட்ட அரசாங்கம் மூலம் அவற்றை திறம்பட செயல்படுத்துவது மற்றொன்று பொது கழிப்பிடங்களுக்கு பதிலாக தனியாக வீடுகளிலேயே கழிப்பிடம் அமைப்பது. இதன் மூலம் மக்கள் கழிப்பிடங்களை பயன்படுத்துவது அதிகரிக்கும் மற்றும் அதன் பராமரிப்பு எளிதாகும்.
Tamil Nadu becoming Open Defecation Free by 2015 - Current situation and Challenges - Loksatta Party solutions

The President​'s​ Speech yesterday in Parliament had focus on Rural Sanitation which said, "We must not tolerate the indignity of homes without toilets and public spaces littered with garbage. For ensuring hygiene, waste management and sanitation across the nation a "Swachh Bharat Mission" will be launched. This will be our tribute to Mahatma Gandhi on his 150th birth anniversary to be celebrated in the year 2019."

The​ CM of Tamil​ Nadu who has welcomed this has stated, "I have set a more ambitious target of Tamil Nadu becoming Open Defecation Free by 2015 and we will redouble our efforts to achieve this challenging goal and look forward to Government of India’s support."

​Lets have a look at the ground level ​​reality of open defecation in Tamil Nadu. ​Loksatta Party Leaders ​Mr. ​Jagadhees​waran​ & ​Mr. ​Jaiganesh who were on a Bike Campaign throughout Tamil Nadu to create awareness about Right to Service in the months of Jan & Feb 2014 resolved to rest in villages every night.

​Narrating his experience Mr. Jagadheeswaran said "​The sanitation facilities in all the villages were shocking to ​us. To name a few, a village called Puthupakkam in Kancheepuram which is just 60 kms away from Chennai had toilets built under "Integrated Sanitary plan" which were unusable because of no maintenance. Everyone in the village had to defecate in the open. Another village in Kacheepuram district named Vallipuram coming under Thirukalukundram Taluk also had toilets built under "Integrated Sanitary plan" which were ​in an ​unusable​ condition​ as there were no taps and the space built for the toilet was so ​small making it very uncomfortable for one to sit. ​Our next stop was at Kiliyur village in Villupuram district where the toilets which were built previously had undergone renovation but kept locked so that nobody can actually use it. ​We then proceeded to Killai, which is a Fishermen village in Cuddalore district where there were no toilets at all."

​"Throughout the trip in all the villages ​where ​we stayed all the people - men, women of all ages defecated in the open. It shows that the Govt doesn't care about the maintenance, there were rampant corruption in building toilets and there is water scarcity as well," Mr. Jagadheeswaran added.

As per Government reports, including the 10 crores that was allocated for constructing 77 integrated sanitary complexes in 73 town panchayats in Jan 2014, Govt has spent more than 500 crores for building and renovation. But all that money is spent unwise because of the reasons mentioned above.

In such a scenario, the Tamil Nadu CM's ambitious goal is ​ridiculous and preposterous. This shows that our CM is not at all appraised of the scheme implementation details.

The latest Indian Census data for 2011 has confirmed that that while 53.2% of households have a mobile phone, only 46.9% Indians have toilets. According to the figures, 49.8% of the population defecate in open with a sheer 3.2% people who use public toilets.

As the percent of those who use public toilets is very low, Loksatta Party suggests two solutions to address this issue - Integrated Sanitary plans can be made successful by Decentralization (and district governments) thereby curbing corruption and making the implementation more efficient. Also it will be more ambitious to build house-hold toilets rather than Integrated ones as it will increase toilet usage and makes the maintenance easy.
